Climate Change Is Heating Up In DC

Law360, New York (April 26, 2013, 11:36 AM EDT) -- The climate change debate has returned to Washington, D.C. During the election campaign, there was little discussion of the issue; the contentious 2009-2010 debate about cap-and-trade legislation was a distant memory.

But now, the debate has shifted again. The massive destruction wrought by Hurricane Sandy renewed public interest in climate change. And President Obama has decided to make addressing climate change a “legacy” issue, saying, in the State of the Union address:
