US Chamber Blasts ACA Health Insurance Fee As Double Tax

Law360, New York (June 5, 2013, 1:22 PM EDT) -- The U.S. Chamber of Commerce on Monday urged the Internal Revenue Service to revise its Affordable Care Act-mandated annual fee on the health insurance industry, saying its proposed implementation would result in double taxation, unfairly adding up to an extra $70 billion in costs.

The fee, an excise known as the Health Insurance Providers Fee is a predefined annual levy to be proportionally split among all health insurers and health maintenance organizations with premium revenues of $25 million or more, based on their share of total industry...
