Law360, New York (June 14, 2013, 8:53 PM EDT) -- Building new transmission infrastructure is seen as essential to modernizing the U.S. electricity grid, but with so many federal, state and local authorities having a say in what gets built, projects can easily be swallowed up in a morass of regulatory conflicts.
