Law360, New York (July 1, 2013, 6:29 PM EDT) -- A former budget director's race bias lawsuit against a federal office that handles financial and administrative matters for the U.S. House of Representatives is not precluded by a clause in the Constitution that shields lawmakers' “speech or debate,” the D.C. Circuit ruled Friday.
