Conflict-Of-Interest Rule Finalized For Exchange Outreach

Law360, New York (July 12, 2013, 8:37 PM EDT) -- The Obama administration on Friday finalized policies designed to restrict insurers from influencing consumer assistance in the Affordable Care Act’s health insurance exchanges, barring so-called navigators who will guide shoppers from having any significant ties to the industry.

In the final rule, regulators merged a pair of rules proposed earlier this year that covered navigators as well as similar entities known as certified application counselors.
