Lawmakers Grapple With Climate Change Policy

Law360, New York (January 31, 2008, 12:00 AM EST) -- The United States' climate change control measures must include provisions to encourage developing countries to curb their greenhouse gas emissions, according to a white paper released by the House Committee on Energy and Commerce on Thursday.

Helping developing countries such as China and India lower their greenhouse gas emissions is central both to stemming climate change on a global scale and to keeping American industry competitive, the paper said.
