Law360, Philadelphia (July 19, 2013, 1:32 PM EDT) -- The Delaware Riverkeeper Network on Friday asked a Pennsylvania federal judge to allow it to intervene in a municipal sewer authority's challenge to U.S. Environmental Protection Agency restrictions on emissions into a local watershed, amid declarations by both parties that they had reached a proposed settlement.
