Tie Medicare Pay To Outcomes, Not Regions, Report Says

Law360, New York (July 25, 2013, 4:58 PM EDT) -- In order to improve care for Medicare beneficiaries in the fairest and most cost-effective manner, Medicare payments should be tied to efforts made by specific providers, not adjusted based on regional variations, according to a report released Wednesday.

Using a so-called geographic value index to adjust Medicare payments would have the effect of rewarding poor performers in a high-performing region, while harming efficient providers in otherwise poorly performing regions, and any future Medicare payment adjustments should instead be focused on improvements at the provider and patient...
