Law360, New York (August 5, 2013, 1:07 PM EDT) -- President Obama’s second inaugural address was notable for many things — among them, his forceful proclamation that his administration would tackle the issue of climate change during his second term. On June 25, 2013, the president followed through, announcing an aggressive climate change action plan,[1] the most significant elements of which will be U.S. Environmental Protection Agency’s and the states’ implementation of standards limiting greenhouse gas emissions from new and existing fossil fuel-fired power plants.
