Pa. Supremes Can't Discipline Judges, Indicted Jurist Says

Law360, Philadelphia (August 5, 2013, 3:55 PM EDT) -- A pair of judges wrapped up in the ticket-fixing scandal that rocked the Philadelphia Traffic Court in January told the Pennsylvania Supreme Court on Wednesday that it did not have the authority to suspend them from the bench thanks to an amendment to the state’s constitution in 1993.

Judges Mark Bruno and Christine Solomon, both of whom are facing suspensions for their roles in the scandal, told the justices that the independent Court of Judicial Discipline possessed the lone authority to issue suspensions and other punishments...
