Keystone Conflict Report Won't Be Ready Until January

Law360, New York (August 23, 2013, 4:39 PM EDT) -- The U.S. Department of State's internal watchdog said Friday that it probably won't finish an investigation into an alleged conflict of interest with a department contractor reviewing the proposed Keystone XL pipeline until January.

Environmental groups have challenged the State Department's choice to contract with ERM Group Inc., which prepared the draft supplemental environmental impact statement for the pipeline, alleging the consultant has deep oil industry ties.
