CMS Issues ACA Basic Health Plan Proposal

Law360, Washington (September 20, 2013, 8:35 PM EDT) -- The Centers for Medicare & Medicaid Services on Friday released its long-awaited proposal outlining the operation of the Affordable Care Act's basic health programs, which allow for subsidized insurance coverage for low-income applicants ineligible for Medicaid.

Under the terms of the proposed rule, states may establish a basic health program to cover low-income residents who are above the state's Medicaid income cutoff but still below 200 percent of the federal poverty level, using the federal funds that would have otherwise gone towards their individual insurance subsidies....
