'War Room' Memos Detail ACA Website's Chaotic Debut

Law360, New York (November 1, 2013, 5:36 PM EDT) -- House Republicans late Thursday released the Obama administration's internal "war room" memos depicting a chaotic behind-the-scenes effort during the first hours of the Affordable Care Act's online marketplaces, as minuscule enrollment and widespread technical flaws quickly became apparent.

The trio of communications were unveiled by the House Oversight and Government Reform Committee. Perhaps the most striking takeaway was the virtually microscopic number of people who were able to buy insurance policies when HealthCare.gov opened on Oct. 1.
