House Bill Aims To Repeal ACA 'Belly Button Tax'

Law360, New York (November 15, 2013, 3:14 PM EST) -- A bipartisan bill introduced Thursday would repeal the Affordable Care Act's “belly button tax,” marking Capitol Hill's latest response to the health care law as its real-world impact becomes clearer.

The transitional reinsurance fee, as it's formally called, imposes on insurance providers a $63 levy for each recipient of health care coverage, but Reps. Pat Tiberi, R-Ohio, and Daniel Lipinski, D-Ill., say that families, not employers, will ultimately be left with the bill.
