Receiver Can Sign Recovery Plan Docs For Pa.'s Capital

Law360, New York (November 18, 2013, 5:47 PM EST) -- A Pennsylvania judge authorized the Harrisburg city receiver to implement the city’s financial recovery plan to settle more than $350 million in debt, saying Monday that if the controller continued to delay the plan, then the receiver could sign the contracts instead.

Commonwealth Court Judge Bonnie Brigance Leadbetter approved the plan in September, which aims to settle the capital city’s hundreds of millions of dollars of debt that stems from a bungled trash-to-energy incinerator project.
