Convicted 'Kids For Cash' Player Says Ex-Partner Duped Him

By Dan Packel (December 6, 2013, 5:41 PM EST) -- An attorney convicted in Pennsylvania's "kids for cash" kickback scandal sued a business associated with his former partner in building juvenile detention facilities in state court on Thursday, alleging that the partner swindled him out of his interest in the two facilities.

Robert Powell — the former co-owner of PA Child Care and Western PA Child Care — accused Gregory Zappala and his company Consulting Innovations and Services Inc. of taking advantage of his legal troubles by offering a contract that they never intended to follow.
