Former OSC Head Wanted To 'Ship Out' Gay Workers: Report

Law360, New York (December 18, 2013, 8:51 PM EST) -- A long-running investigation has indicated that former Office of Special Counsel head Scott Bloch wanted to “ship out” gay employees and decided, before taking over, to reverse OSC policy deeming sexual orientation discrimination a prohibited personnel practice, according to an Office of Personnel Management report released Wednesday.

The OSC, tasked with protecting federal workers from whistleblower retaliation and other prohibited personnel practices, released the OPM Inspector General's 45-page report, which stems from a complaint filed by OSC workers more than 8 years ago.
