Detroit Emergency Manager, Mayor Agree To Share Power

Law360, Los Angeles (December 19, 2013, 4:21 PM EST) -- The emergency manager and mayor-elect of the bankrupt city of Detroit have agreed on how the city will be managed through its financial emergency, establishing guidelines that give Mayor-elect Mike Duggan responsibility for day-to-day operations and leaving Kevyn Orr in charge of recovery-related operations, the officials announced Thursday.
