Fla. City Can't Use Fiscal Emergency To Change Union Deal

Law360, Miami (January 8, 2014, 7:30 PM EST) -- A Florida appeals court on Wednesday revived a firefighters union's unfair labor practice charge against the city of Hollywood, Fla., ruling that the city's declaration of a “financial urgency” did not authorize unilateral changes to a collective bargaining agreement.
