CMS Finalizes ACA Basic Health Plan Rule

Law360, Washington (March 10, 2014, 4:33 PM EDT) -- The Centers for Medicare and Medicaid Services on Friday finalized its rule for the implementation and operation of so-called basic health programs under the Affordable Care Act, saying it would pay states 95 percent of what it would have paid to subsidize a similar private plan.

Under the rule's terms, beginning in 2015 states may establish a basic health program, or BHP, to cover their low-income residents who are above the Medicaid income cutoff and too young for Medicare, but who may still be unable to...
