Pa. Sen. Pushes Severance Tax, New Fracking Protections

Law360, Philadelphia (May 7, 2014, 2:59 PM EDT) -- Pennsylvania Sen. Mike Stack, D-Philadelphia, announced new legislation Tuesday aimed at regulating natural gas development in the state's Marcellus Shale, which includes a 5 percent severance tax.

Stack was joined by former state Department of Environmental Protection Secretary John Hanger when he unveiled the plan, which also includes the creation of an ombudsman office that would be charged with handling public complaints.
