FTC Asks FERC To Consider Transmission Unbundling

Law360, New York (May 9, 2008, 12:00 AM EDT) -- Responding to a proposed overhaul of standards of conduct for transmission providers, the Federal Trade Commission urged the Federal Energy Regulatory Commission on Wednesday to consider unbundling structures instead of just developing behavioral rules.

“After more than a decade of efforts to develop effective, workable behavioral rules against transmission discrimination, FERC may wish to weigh the possibility that accounting separation and accompanying behavioral rules are insufficient to meet that objective,” the FTC said in its comment.
