CFTC Proffers New Rules, Reveals Cotton Probe

Law360, New York (June 4, 2008, 12:00 AM EDT) -- Confirming earlier reports, on Tuesday the U.S. Commodity Futures Trading Commission announced a package of regulatory reforms for agricultural futures markets and disclosed an ongoing probe into the recent irregular movements in cotton futures values.

The new policy initiatives are aimed at making the stark rises in the prices of agricultural commodities over the past few months more transparent. Among them are a plan to permit the clearing of agricultural swaps and the withdrawal of an earlier proposal that would have raised limits on speculative positions....
