Designing The Western Carbon Frontier

Law360 (October 14, 2008, 12:00 AM EDT) -- On Sep. 23, 2008, the Western Climate Initiative (WCI) released its detailed draft design recommendations for its Regional Cap-and-Trade Program (the Program). The WCI, which was launched in February 2007, is a collaboration of seven U.S. states and four Canadian provinces including British Columbia (BC), Manitoba, Ontario and Quebec participating as partners, along with Saskatchewan as an observer.
