Green, Free-Market Groups Decry 'Midnight Regs'

Law360 (November 3, 2008, 12:00 AM EST) -- Amid the Bush administration's efforts to enact environmental rules in its last days, including a Clean Air Act loophole, a coalition of conservation and free-market groups has asked for a moratorium on last-minute regulations.

The groups wrote the White House on Friday, asking for a stop to “midnight regulations,” arguing that the practice subverts “transparency, rigor and legitimacy in the rulemaking process.”
