GAO Calls For Reports Of Oil Refinery Outages

Law360, New York (November 6, 2008, 12:00 AM EST) -- The U.S. Energy Information Administration should push to require oil refineries to report all planned and unplanned outages, the Government Accountability Office said Thursday.

Currently, the EIA, a unit of the Department of Energy, does not require oil refineries to report any outages, planned or unplanned, the report noted. Instead, the EIA relies on monthly oil industry surveys to collect data for their semiannual surveys for stoppages at oil refineries.

“However, GAO found estimating outages using this method has a number of limitations,” the report said....
