EU Questions Finnish Broadband Deregulation

Law360 (January 7, 2009, 12:00 AM EST) -- The European Commission has told Finland's telecommunications watchdog that Finland's plan to deregulate its wholesale broadband access market may run afoul of European competition rules.

The commission said in a letter on Monday that the Finnish Communications Regulatory Authority, or FICORA, has not gathered enough evidence in support of a proposed new regulation scheme that would deregulate access to incumbent broadband operators' networks in certain regions of the country, on the grounds that those regions have different competitive conditions than the rest of the country....
