Law360, New York (January 26, 2009, 12:00 AM EST) -- The European Commission proposed Wednesday that developed countries create a worldwide carbon market, take on strict emissions targets and provide more funding to the developing world as a way to temper climate change, offering its blueprint for the United Nation's Copenhagen climate conference in December, where the global community will try to hammer out a follow-up to the Kyoto Protocol.
The European Council is expected to give its response to the EC proposals in March.
