3rd Circ. Quashes Race Bias Suit V. Philadelphia

Section 1981 does not allow a private right of action against state government defendants, affirming the dismissal of a race discrimination case against the city of Philadelphia and rejecting the argument that 1991 amendments to the law supersede a 1989 U.S. Supreme Court ruling.
