Cap-And-Trade Plan Economically Flawed: Report

Law360, New York (February 18, 2009, 12:00 AM EST) -- A proposed cap-and-trade program designed to cut greenhouse gas emissions in several Western states could prolong the current recession and weaken already overburdened power grids, according to a report recently commissioned by a business policy and lobbying group.
