GAO Urges Caution In Mandating Carbon Offsets

Law360 (March 5, 2009, 12:00 AM EST) -- The U.S. Government Accountability Office has recommended that Congress exercise caution before passing any climate change legislation that mandates offsets.

The GAO did not rule out the use of offsets entirely when it presented the findings of two recent reports on the global and U.S. carbon offset markets to the U.S. House of Representatives subcommittee on energy and environment on Thursday.

But it advised Congress to consider them a temporary measure in the fight against climate change, and to set rules outlining what constitutes an offset....
