Alternative To EFCA Introduced In House

Law360 (March 11, 2009, 12:00 AM EDT) -- Rep. Joe Sestak, D-Pa., has introduced a bill he sees as a possible alternative to the Employee Free Choice Act put forth by Congress this week. The bill would maintain secret-ballot union elections but require pro-union groups and employers to have equal access to employees during campaigns.

Like the EFCA, Sestak's bill, the National Labor Relations Modernization Act, H.R. 1355, would mandate increased civil penalties for employers involved in worker intimidation and provide a set time frame for new unions to reach an initial collective bargaining...
