Nineteen additional states are currently considering enacting such legislation. Recently, Congress has also weighed in; H.R. 878 (and the companion S. 204), introduced earlier this year, would effectively prohibit the U.S. Food and Drug Administration from restricting access to investigational products outside the context of a clinical trial....
