FDA May Outlaw Over-The-Counter Skin Bleach Products

Law360 (August 30, 2006, 12:00 AM EDT) -- The U.S. Food and Drug Administration is considering a rule that would make skin-bleaching drugs available only by prescription due to concerns that they cause cancer.

About 65 different manufacturers, most of which are small businesses, make bleaching products with hydroquinone. About two-thirds of those skin-bleaching products are marketed as over-the-counter drugs, according to the FDA.

The FDA said Tuesday that it proposed the rule change after considering new data on the safety of hydroquinone, which is an aromatic organic compound.
