Not surprisingly, once more there are proposals in Congress to do this. It is all about judicial gerrymandering. Conservatives believe that a new Twelfth Circuit that excludes California will be much further to the right than the existing Ninth Circuit. Overall the Ninth Circuit judges from California tend to be more liberal than the judges from other states, though there are some conservative Ninth Circuit judges from California and some liberal ones from other states....
