Dominion's $1.62B Coal Plant Ruled Constitutional

Law360, New York (April 17, 2009, 12:00 AM EDT) -- Virginia's highest court has given the green light for energy giant Dominion to construct a $1.62 billion coal plant after rejecting arguments by environmental groups that the state's approval of the project was unconstitutional because it requires the plant to burn Virginia coal at the expense of out-of-state coal.
