    An Illinois federal judge hit Egan Marine Corp. with a $100,000 penalty Thursday for an oil spill in a Chicago canal, but ruled the U.S. could not recoup the more than $3.5 million it spent on cleanup because it failed to establish Egan acted with gross negligence.
