Chartis Inc. on Thursday filed a motion for joinder of the U.S. Air Force in an insurance dispute over environmental cleanup costs at the former Lowry Air Force Base in Colorado, saying the action cannot be completely resolved without it.

A federal judge on Tuesday denied Chartis Inc.'s bid to force arbitration in a dispute over coverage of a $40 million environmental cleanup at the former Lowry Air Force Base in Colorado, saying that an arbitration clause in the insurance policy was ambiguous.
