    Sinclair Oil Corp. has agreed to pay more than $14 million in penalties and added pollution control measures to resolve allegations that two of its Wyoming refineries violated emissions limits established under a 2008 Clean Air Act consent decree, the U.S. Environmental Protection Agency announced Monday.
