An Illinois federal judge on Tuesday ruled that insurer Nipponkoa Insurance Co. Ltd. isn't liable to pay for any damages caused to production vessels in connection with a fatal 2009 explosion at an NDK Crystal Inc. crystal plant, saying NDK failed to present evidence of the actual cash value of the vessels.
