A New York federal judge has revised a 2012 order in Bank of America Corp.'s now-concluded legal tangle with the Federal Housing Finance Agency over mortgage-backed securities, but ultimately came to the same conclusion as in the original, saying Thursday that the fact that the sales transaction was hatched before a final prospectus was available was not, at the time, a dealbreaker. (Correction: A previous version of this article failed to explain the current status of the suit. The error has been corrected.)
