A Massachusetts federal judge on Tuesday ruled that Axis Reinsurance doesn't have a duty to defend BioChemics Inc. in U.S. Securities and Exchange Commission subpoenas and an SEC enforcement action, because its claim was made before directors and officers coverage went into effect.
