Two environmental groups on Tuesday asked a Colorado federal court to halt the planned expansion of an Arch Coal Inc.-owned coal mine near a 5,800-acre area of undeveloped forests in Western Colorado, saying the U.S. Bureau of Land Management improperly approved modifications to the company's mining leases.
