    The First Circuit on Tuesday revived a suit alleging the Puerto Rico Firefighters Corps penalized a female firefighter-in-training for a gender-bias suit she lodged against the department, vacating a lower court's finding that she couldn't bring retaliation claims under the Civil Rights Act because her original suit didn't invoke that law.
