A Ninth Circuit panel on Monday rejected the attempts of California businessman Brent Wilkes to overturn his conviction for bribing former Rep. Randall Cunningham in exchange for lucrative government contracts, ruling Cunningham's declaration that Wilkes is innocent is not enough to justify a new trial.
