Circuit on Tuesday backed the U.S. Environmental Protection Agency's decision to stick with existing acid rain protections amid concerns over a proposed formula measuring its effects, rejecting environmental groups' claims that the agency was obliged under the Clean Air Act to craft stricter acid rain rules.
