    9th Circ. Reopens Group Homes' Zoning Discrimination Suit

    The Ninth Circuit on Friday revived discrimination claims against the city of Newport Beach, Calif., brought by group homes for recovering alcoholics and drug addicts, saying the lower court had erred by disregarding evidence that a city zoning ordinance unfairly made it harder for group homes to operate there.
