The New York Times Co. and other prominent news organizations on Thursday urged the Second Circuit to overturn a lower court's ruling that a NYPD officer's complaints to superiors about a quota system for arrests and tickets were not protected by the First Amendment, saying the ruling could have a chilling effect on government whistleblowers.
