A California federal judge on Tuesday refused to dismiss a proposed class action accusing Verizon Wireless LLC of recording calls with noncustomers without their consent, saying the company utterly failed to support its contention that it didn't violate California law because it didn't invade anyone's privacy.

A Verizon Communications Inc. unit mounted a defense Friday against a putative class action alleging its billing agents recorded cellphone conversations with noncustomers, telling a California judge that the calls did not infringe any privacy right recognized by state law.
