A Louisiana federal judge on Tuesday ordered the Internal Revenue Service to cough up a $2.1 million tax refund to southern home improvement chain Stine LLC, after determining that the retailer did not miss a construction deadline and is owed tax breaks for investing in areas hit hard by Hurricanes Katrina and Rita.

Louisiana-based home improvement retailer Stine LLC sued the Internal Revenue Service on Wednesday seeking a $2.1 million tax refund, saying the company was entitled to substantial tax breaks for investing in areas that were hit hard by hurricanes Katrina and Rita.
